Green Technology (Part 2)


The objectives of the NGTP are:
  • To reduce the energy usage rate and at the same time increase economic growth.
  • To facilitate the growth of the green technology industry and enhance its contribution to the national economy.
  • To increase national capability and capacity for innovation in green technology development and enhance Malaysia's competitiveness in green technology in the global arena.
  • To ensure sustainable development and conserve the environment for future generations.
  • To enhance public education and awareness on green technology and encourage its widespread use.

Under the National Green Technology Policy, a Strategic Thrusts have been outlined to strengthen the implementation of the policy:
  1. Strengthen The Institutional Frameworks
  2. Provide A Conducive Environment For Green Technology Development
  3. Intensify Human Capital Development In Green Technology
  4. Intensify Green Technology Research And Innovations
  5. Promotion And Public Awareness

STRATEGIC THRUSTS 1: STRENGTHEN THE INSTITUTIONAL FRAMEWORKS
  1. Formation of National Green Technology Council;
  2. Establishment of Malaysian Green Technology Agency;
  3. Introduction and enforcement of legal mechanisme; and
  4. Function clarification for every government agency involved to avoid overlapping of functions.

STRATEGIC THRUSTS 2: PROVIDE A CONDUCIVE ENVIRONMENT FOR GREEN TECHNOLOGY DEVELOPMENT

  1. Introduction and implementation of innovative economic instruments;
  2. Strengthen the understanding of local players;
  3. Promotion of foreign direct investments (FDIs) and domestic direct investments (DDIs); and
  4. Provision of financial and fiscal incentives for students to pursue green technology.

STRATEGIC THRUSTS 3: INTENSIFY HUMAN CAPITAL DEVELOPMENT IN GREEN TECHNOLOGY

  1. Design and enhancement if training and education programmes;
  2. Implementation of retraining programme and apprenticeship scheme of semi-skilled labour;
  3. Formulation of grading and certification mechanisms for competent personnel; and 
  4. Exploitation of brain gain programmes to strengthen local expertise.


STRATEGIC THRUSTS 4: INTENSIFY GREEN TECHNOLOGY RESEARCH AND INNOVATIONS
  1. Provision of financing grants or assistance to public and private sector in RDIC;
  2. Enhancement of smart partnerships between Government, industries and research institutions; and
  3. Establishment of strong linkages between local research institutions and regional and international centers of excellence. 

STRATEGIC THRUSTS 5: PROMOTION AND PUBLIC AWARENESS
  1. Effective, continuous promotion, education and information dissemination through comprehensive roll-out programmes;
  2. Effective involvement of media, NGO and individual stakeholders;
  3. Inculcation of a culture that appreciates green technology among students at all levels through the development of effective syllabus in the education system;
  4. Demonstration programmes; and
  5. Adoption of green technology in all government facilities and government linked entities.
